Russian wire kopek, reign of Boris Godunov (1598-1605). That much is fairly certain.
Almost certainly Novgorod mint as well (apparently, only they used the spelling of Feodorovich that actually had EO in it).

As far as I can tell (there are some details that are not very visible on the photos), the precise identification is KG 206, Novgorod reverse 1, in which case the date (off flan on obverse) corresponds to 1599 - just in time for this forum
You might try to look here and make up your mind whether this is rev. 1 or 2 directly; they are very similar (if 2, there are several other possibilities for obverse, listed on page 49 - some of them correspond to dates after 1600, and might not be correct for this forum - but I personally believe it's 1).
