1963 PL Penny With Doubling On Devices Date And Legend

Was looking at this 1963 Penny from a PL Set and noted that
in a particular direction that there is doubling or a
scraping of the metal. Noted on the 3 in the date, the
stem of the leaf and the A in Canada. Check out the close
up shots. Planchet must have moved in the collar or a
loose die.
