The date is completely wrong. The scratches are more than likely intentional to give the coin some "age", in which, would mean they are trying to give the coin a circulated and used look.

I've never even heard of PCCB, but they are indeed an unauthorized grading company. I don't even know if you could even call them a grading company at all, since there's no grade even provided. It's almost as if they just house your coin in a "air tight" plastic container similar to NGC's style holder.

No you couldn't call PCCB a grading company, as they just supply slabs you can't send anything to them to be graded or authenticated. That's why it's ungraded. The seller probably just bought one and whacked the coin in it to try and make it look more genuine.
