Does anyone know why some 2015 boxes have a strap that says West Point mint and others have a thinner United States mint strap?

Unless something changed, I read all 2015 bullion silver eagles were produced at West Point

Perhaps the stock of the wider West Point straps was exhausted and the narrower strap is from a different supplier.
