Sunnymummy, welcome. I think we need a little more about the Coin/Tokens. as they say a picture is worth 1000 words. Can you add some pics of both sides? In 1921 we had significantly different looking coins, so perhaps you have found some old silver coins?

Thank you, and I believe they are either silver or silver plated because magnets don't pick them up.

They appear to be part of a set, likely zinc, put out in 1967. Here's a couple similar on ebay:

Maybe apart of a set but maybe not that one both of those say 1967

They could be made out of cupronickel (like the nickels from 1982 - 2000) which are also non-magnetic. You can do a few easy tests to see if it is silver:

1) ring test, drop the medal onto the table, if it is silver it will have a higher tone to the ring (compare it to a toonie or loonie)
2) weight, Silver will be significantly heavier than a cupronickel coin, or zinc/copper coin.

It's not 1967 on it, but 1867, so may not all be dated.

better ring test:
put the coin on the tip of your finger and tap it gently with something plastic or metal
