I assume this is post mint damage? But wouldn't mind a more trained opinion?

both reverse and obverse effected note the reverse

Yes PMD. Was previously an " Encased Cent", now free of the encasement.

It was inside a bezel, like this.

I agree with PMD from an encasement or a bezel.

Also just for clarification, there is no collar on a coin. The area you are talking about is the rim. The collar is the die that helps form the edge and the rim.
