the planchet texture looks scratches the letters and date has none

Whatever did this, it happened after the plating (plating process is by electrolysis)...

The coin looks like it had some plating issues post mint, corrosion etc., as well as some bad pitting in the date. Due to the condition of the coin, I can't even guess what's going on in the leaves, but, if I was to guess, it was cleaned as harshly, probably because it was covered in gunk from environmental damage, and residule gunk is left in the low points in the leaf in my opinion.

I see you like looking for errors, one of these days if you keep up the hard work, you may find something that will blow our socks off.

As for the rarity of your coin, I will say it's probably the harshest cleaned modern penny I've seen, and therefore very rare! I hope you appreciate my humour!

Anyways, keep looking, you will find something great one of these days!
