1980 P Half Dollar - Mis-Angled Partial Collar Strike?

The obverse is off-center, the reverse is perfectly centered, and there is a partial railroad rim that goes only part-way around the coin.

Could anyone enlighten me as to what this is, how it happened (I think I can guess), and potential value? Thanks!
