This dirty little penny looks like it is missing the 1 and 9 in date. Should I clean it and if so, how? OR, should this be tossed into the junk penny jar?

Renee , your Lincoln has massive corrosion that's why the 1 and 9 is gone.
Do not clean it.

As a rule, you shouldn't clean any coins. Conservation is done on coins you intend to keep and preserve. There are several methods for this so use the Search tool to find the topic. On a coin like this if it were a collectible or desirable coin, conservation would be appropriate. A 1964 LMC isn't normally labeled that. Is there a particular reason why you are asking?
