Not likely. The devices might make 40 but the obverse is pretty beat/scratched up which hurts it. My guess is VF35.

I'd say EF-40, but this one will have to fight to get into a problem-free slab.

I do not think the obverse scratches are big enough for a details grade, but I think they will knock the grade down a point or two...
