I have 2 German mint sets, and I believe whatever they are encased in is damaging them. Should I crack them open?

They already appear to be moisture damaged which is mostly irreversible. You could remove and acetone, but I doubt it would help.

I highly doubt that they are in the original packaging from the mint. So removing them will not affect the value. But further environmental damage will, Take them out and protect them from further damage and protect any value they may have left.

Yeah, it seems that there isn't much you can do other than remove and protect them from further damage.

If this is moisture damage (and not due to the packaging), I've seen it before. It's either from a failure to keep the sets away from humid environments, or from storing them in a cold environment (like a freezing-cold storage unit), then bringing them into a heated structure. Radical temperature shifts are the worst for coins.

My brother in law gave me some 10 mark coins and they looked similar to that, damaged beyond repair because of the packaging.
