My daughter found this in a parking lot the other day and gave it to me. What is it? Coin or Token. Not sure of the weight but it is magnetic so thinking made of steel.

It's a 1 Dinar 1981 Iraq coin.

It is 1 Dinar, Iraq 1981.
There are three notable magnetic elements: Iron, Nickel and Cobolt. Your coins is made out of nickel, not as magnetic as steel but it's still notably magnetic.
The coin itself has no actual value rather than it's pure nickel value since these are common coins minted recently. Collectors might want to pay up to $1 for the coin as curiosity. I'd say keep it.
