Any suggestions on where I should start looking for an ID? Is the coin too far gone to even try?

It would be easier if the obverse letters were move visible. The diadem has two thin bands, so Constantius II, Constans, Theodosius or Arcadius are in play. Looks like no cuirass on the obverse, at least as best I can see...so that narrows it down to Constantius II or Constans.

Looking at the angles of the ends of the bands, I am thinking Valentinianus II?

This coin is quite small. Weight: 1.62 g. Diameter: 13.4 mm X 14.2 mm.

With regard to the tassels, I'm not sure that is a definitive way to determine the identity since I'd imagine that could vary from coin to coin within the same ruler. I'd rely more on the lack of cuirass on the obverse. Below the chin it looks like nothing but neck.

Size seems right for AE4.

Okay - I see what you mean. I am not seeing evidence of whatever you call it at the neck which shows on Arcadius and Theodosius, so perhaps they should be eliminated as possibilities also?

I can just barely make out the letters NT on the obverse legend if that's the case I would say Constantius II.

Yep, my best guess is Constantius II or Constans. You might be able to make out some letters on the obverse legend better in hand. If you look for how the letters are spaced in the legend (where they break from the left half of the coin to the right) it might give you another clue.

Not sure at all that these are letters - maybe! Someone with a trained eye might be able to see something!

I found an image of Constantius II and I think I may have a match here (if it is enough to go on) opposite the tassels.

Just came onto this, not sure what the confusion is about. Your coin is a Vota reverse for Constantius II. In a better grade it would look like this:

Your last set of pics appears to have zoomed in on the exergue below the wreath ties, which is where the mint mark should be. My example is from Antioch, officina delta, with the characteristic SMAN<officina> arrangement. the other mints use a similar style. Your pics are a tad too close for me to make out just which mark you have, but at least with this example you know where to look.
