Now it is me that needs some help.
This is a single sided (casted) lead seal or token with the coat of arms of the British chivalric Order of the Garter.

I see the irish harp, so I think it has to do with the UK.
And I see 3 fleur de lis on the top right of the shield, so France is in the game too.
It has an octogonal shape. The edges are neat, clearly not cut.
It feels, smells, feels and tasts like lead.
Weight: 5,5gr
Dimension: (top-bottom): 20,4 mm
(I did put a quarter dollar under the seal)
Legend: "HONI SOIT QUI MAL Y PENSE" (shame to he who thinks wrong), used by French and UK rulers.

No idea as to how old or for what purpose your token was used.May have been someones whimsy to replicate an insignia of a significant organization.

The coat of arms with Honi Soit Qui Mal Y Pense (Shame to him who thinks evil of it) on it was first used by Edward III of England in 1344 on the coat of arms for the Order of the Garter.
The moto has been used on various military buttons within Canada with different versions of the coat of arms.

Edward II was at war with France in the mid 1300s at the Battle of Crecy. His son the Black Prince captured Calais and King John II of France.By 1356 most of SW France was held by the English.

Looks like it was cast to cut out a circular form. All within the circle has details. Outside the circle has nothing special.
A few weeks ago I saw a lead seal with the arms off Kilmarnock.
