Is that a hair at 2 o'clock on the obverse field? Seems to extend halfway onto the rim, so I'm assuming it's just a hair/foreign object.
Assuming it's just a hair on the holder, I see nothing holding this back from MS-65.

64 at worst, likely 65. Can't tell for sure from these photos but it doesn't look FBL.

I'm going to go with MS-66 . That's a nice Franklin . Agree not FBL . I DON'T believe that's an obverse scratch on coin .
