You would search the dollars. If the quarter blanks went through the dollar press they would continue on through the dollar production line. There is no reason why they would get redirected back to the quarter production line.
I find some of the reports I've heard about the number of coins struck. I've seen figures of up to 150,000 pieces. Now really, you have a press operator there who is supposed to take a look at a handfull of the coins co,ing out of the press every few minutes to make sure no problems have developed. Now you expect me to believe that for some reason he didn't notice that suddenly the press is spitting out hundreds or even thousands of undersized silver colored Madison dollars. Or that he did notice them but decided to go ahead and let them continue.
As for some of the coins being released early, so what. EVERY President dollar so far has had coins released early. Sometimes more than two weeks early. The banke gets the coins in and ignores the instructions of not to open the box before such and such date.
