Could be just a worn out die. This was near the beginning of the single squezze method of coin minting. The dies were cone shape(tapered in) Thus making the areas in the center prone to doubling. This is the time period we start seeing lots of Class 9 doubled dies in the memorial itself. I am not seeing anything that jumps out as doubling on the letters in question. If there was, you would expect to also see seperation lines and notching as well.
