PCGS in July 2015 finally awoke (somewhat) to the fact that some coins in the classic commemorative series were indeed struck as Proof-Like.
They alas have limited their opinions to the 1938 New Rochelle half dollar ... and instead of PL they are using the SP (Specimen Proof) designation on the holder.
The current Top Pop SP New Rochelle is PCGS SP67.

According to researcher, Kevin Flynn, the 50 special New Rochelle Half Dollars were "...distributed in dark red boxes with a velvet liner... These had documents specifying which number they were struck. They include[d] a silver medal produced by Tiffany & Company from Lorriland Wise's original reverse." This same reverse was used on 1938 medals produced by the Westchester Coin Club of New York to promote the New Rochelle Half Dollars, but those medals were issued by themselves in smaller, gilt boxes.
I viewed a likely New Rochelle candidate at the recent March 2016 Baltimore-Whitman coin show ... an amazing New Rochelle slabbed as PCGS MS67+ with a CAC beanie. The certification date was prior to the recent PCGS decision to recognize these coins.
