Certainly not 1st. I'd say 2nd. There are definitely worse ones out there.

I'd consider them tier 1A, if such a thing exists. Definitely aboveboard, committed numismatists, just occasionally enthusiastic in their grading. They have some of the most recognizable names in the business: J.R. Grellman, Cindy Grellman, Bill Fivaz, Larry Briggs, Jeff Oxman and Brian Greer form about as strong a lineup as you could imagine.

They are a true TPG, unlike people who grade and slab their own coins in a basement, for their own personal gain.

They tend to be a little inconsistent and inaccurate sometimes, earning them a step below the top 4.

I would group SEGS with PCI- a legitimate TPG that accepts public submissions(not someone slabbing their own inventory) but is a bit lax on modern issues and not quite the rep of the top four(PCGS, NGC, ANACS, ICG).
