The frosting may have reduced some from die wear from striking more coins. But it would take a close up to see how the devices look close up. (not the affected area) But areas where normal die wear might be seen. The dies are only used for 3,000 coins which would equal 6,000 strikes.(or more if struck more than twice)

That is usually the case. I'm not sure if they re-frost the dies or not? On the cents from the earlier years, just the fresher dies would be frosted. When the die aged it disappeared. Not sure what the situation on your coin is. How do the fields look. Is there any die wear on the fields? Close ups of areas near the devices might help.

I am still thinking it looks like they frost these dies in two passes. Look at the most recent pictures. The facial features, the fish, and most of the clothing is all with a brilliant finish, but all the horizontal stripes on the clothing are well frosted, On a regular cameo or deep cameo proof the entire figure is frosted, but those horizontal stripes show an even deeper frosting that contrasts with the rest of the clothing. It really looks to me like this die missed the inital overall frosting but did receive the second "extra contrast" frosting pass.
