This may have some bearing as to the reason the coin was minted. This is noted on the Canadian Tulip Festival website

Ok it's been a couple years now and this coin is still on my mind. So here goes an other bump to see if any one has any if on it yet.

Hello Northerner0, I'm pretty sure this tulip token is a token that visitors could strike when visiting the gift shop at the mint in Ottawa. The gift shop had an actual press where you could make your own token. They would change the theme based on the time of year.
