From what I can find The Canadian Tulip Festival is in Ottawa each year. In 2002 the mint put out a 50 cent piece for the 50th anniversary. This coin is the same size at 27mm ( should be 27.13mm) as a 50 cent piece. But for the life of me I can't find this exact one any where on the net, even though I am for sure I've seen it before. Should be interesting to see the chime ins on this one.
For got to add that it does look like a test token though.

This 2008 token is half the same. lol https://goccf.com/t/192309#192309It's almost certainly a token produced for the annual Tulip Festival - it's kind of a big deal here. I also have never seen one before. Start the search.

Very interesting. I pulled it out of one of the junk bins at my LCS and asked what it was. He didn't know, thought, as I did, perhaps a test token. I asked, "How much" and he just gave it to me. I told him I'd let him know what I find out (and maybe I'll need to bring in some pastries too!).

I think this coin is becoming a bit of an obsession with me. But I'm at my wits end. I've tried every possible combination of wording I can think off to find out info or even another picture on the net to no avail. I certainly hope The Canadian Tulip Festival can reveal something about it. Chequer after all my years of looking things up on the net this is by far the most interesting thing I have ever seen. Also, unless I'm gapping out here, why doesn't the Royal Canadian Mint archive pictures of the coins they produce. (unless they do and I missed something) In this day and age you think they could give a student or intern something to do and catalog coins they have produced. Such as circulated, rejected designs, commemorates, etc..... Yes this is driving me nuts lol.

I haven't heard anything back from them, but with the festival happening now, I don't suppose my question would be high on their priority list. Hopefully they'll get someone to answer (if they know) at some point. It does seem rather odd something produced by the RCM and 9 years old would be so obscure.

Ya I'm bumping this one up. Have you tried send a message to the RCM to see what they say about the coin. Like I said this one is driving me nuts and I need a resolution. lol
