I'm pretty sure this is just an over-polishing on a die that caused the missing piece on the "FG" on this reverse.
I looked through and couldn't find other than the great collage put together by Coop, that shows RDV 5/6/7 from 88,89 and 92.

Thoughts?

Looks like a normal 89 to me.
