It's a common error that happened during the strike. Mint dies are used to strike hundreds of thousands of blanks at high frequencies. To avoid friction and wear, a type of grease was applied for lubrication. If poorly done, excess grease would get into incuse areas of the die (WE TRUST in your case) and prevent the metal from pushing into those areas during the strike.
