I think there is a distinct difference between Mint State and Uncirculated. for me, uncirculated means the coin has never been dispersed to the public. whereas a mint state coin would show no signs of wear but may have been. an uncirculated coin could come from a bank roll from the reserve because the coins never were publicly dispersed. if the roll of coins contained any other dates than the one in question it cannot be considered uncirculated as it would have been placed in the roll by someone who most assuredly found it in their pocket and did not come as a bank roll. just my opinion

This seems right to me. We most often do not know a coin's history/biography/autobiography/travel history/upbringing, former places of residence/international trips/previous locations of storage/owners/ etc. But we can assess it's degree of wear.

Depending on the luster level of the coin, it could be MS61-63.
So many prints to be MS64
