I think the obverse legend may read CONSTA-NS P F AVG, which would make it Constans. Reverse is GLORIA EXERCITVS, but I recommend posting on the Ancients board for the Roman experts to chime in.

It is, as BobL said, a Late Roman Bronze, of emperor Constans.

I can't ID the mintmark; it looks like it might be SMHA, or something similar?
