Possibly. I don't know what makes a lamination qualify as a cracked planchet.

It would probably be called that as it goes through to the edge, a lamination usually stops at the edge. At least that's what NGC has called several coins I've sent in.

It appears to be damage at first glance but you need to show an image of the obverse as well.
