There is no hard and fast rule regarding toning. It depends upon many different things.

Such as:
1) Is it naturally or artificially toned?
2) Is the toning attractive or does it detract from the coin?
3) Do people want to purchase toned coins or are people in the market for blast white?

I, personally, have paid extra for pretty toning on a coin before. For example - this coin below:

I paid more simply because the attractive colours really appealed to me.
However, I have seen some toned coins that I absolutely hate.
Toning is very much a personal preference issue, it is very subjective.

JRockCa, I think tones do make the value of a coin go up, but the coin in your picture wouldn't be worth that much... They have tons when I was there..

Toning is a highly subjective aspect of a coin's value, even more so than grading.

Personally, I don't see a toned coin (especially a modern piece such as the two posted so far in this thread) and think, "Wow, pretty colours, must pay extra to own that coin.". I normally think, "That poor thing wasn't looked after very well, was it?".

I have some coins which I believe have attractive toning; I have some coins which I think have ugly tarnish. To me, both are incidental, and only worth mentioning if the presence or absence of the toning is abnormal and detracting from the coins appearance.
