I think this requires in-hand examination as a single photo just doesn't do it..
I did question the border earlier, then edited it out (thinking it was possible a fragment from the previous strike feel on the planchet, then struck the coin)..

As others have suggested, this is most likely a transparent layer of glue that another cent was formerly attached to. Glue will often discolor the underlying metal. A gold color is not unprecedented.

Wouldn't a soak in acetone answer the question about whether it is glue?

If it were my coin, I would certainly want to verify that it is, in fact, glue.

WOW.. Thank you everyone for the comment. I've been out salmon fishing all weekend. I just got back and read the forum and all the post.

With regards to me calling is fused was because I did not know what it would be called otherwise. My father is the collector not me. I did go through a lot of the rolls of pennies in the 70's and 80's with him.

I check with the Colonel, he said it was from a $20 box he purchased at the bank. This is a mixed box of used pennies.

Regarding the soaking in Acetone. He said he will have someone pick up some tomorrow.

As soon as my brother can take the pictures I'll post them.

Looks like a stain on the opposite side of the coin around the word TRUST where the mirror image probably came from then flipped over and stuck or was moved and glued down again in the new area-let us know how the acetone works out
