I'll ignore the reason you want to do the crossover; that's up to you.
And by definition the term "crossover" ONLY applies to NGC to/from PCGS.
I had NGC slab some coins in ANACS slabs; you cannot use the "crossover" option.
NGC basically considers ANACS coins "raw".

IMO you should look at the coin and not the info on the NGC slab.
Evaluate the coin objectively based on the ANA Grading Guide.
If you don't think it will cross at least at the same grade don't do it.
The slight collector preference for PCGS won't justify the cost.
Of course if you are doing a PCGS Registry Set then the crossover is mandatory,

It depends on what coins you want crossed-over and if the cost justifies it.

I have only "crossed over" 2 coins. They were both early ICG slabs, MS63 Liberty head double eagles, one motto, one no motto. Sent to PCGS, both crossed into MS63 slabs! I guess these are not true crossovers according to the earlier post. BTW, All of my ebay purchased raw coins I have sent in (six) came back in details holders.

Or to PCGS from other services. PCGS isn't as limiting.

Interesting.
As an ANA member I don't use PCGS; that saves money.
Since NGC ONLY defines a crossover as coming from PCGS I just assumed PCGS had the same definition only allowing NGC to crossover.
Normally PCGS is tighter in what it accepts.
For instance, PCGS ONLY allows PCGS-slabbed coins in its Registry Sets.
NGC allows PCGS coins in its Registry Sets.
