This is so clear I don't know how it was out there for so many years. I'm pretty sure it is an 1891 over 1890, but what do you think the last number is? Also, is the 1 overdated? As a last thought, after looking at the last number carefully, could it be 89 instead of 90 ? There seems to be a curve inward at the 1/2 way point.

I'm surprised nobody responded...I think the 1/0 is pretty clear, unsure about other digits though.
