MS Grade Request 2006 Burnished Silver Eagle - Rim Nicks, Luster Blemishes

I have here a Silver Eagle and wondering what kind of grade opinions anyone would like to share about the flaws I've noticed. The nicks are so precise and tiny it seems like machine error more than from dropping or rubbing. Also present are a few spots I know nothing about. I've seen these spots on many of the MS70 slabbed Silver Eagles from lesser trusted services.

How much grade would be lost from these opposite nick pairs I've circled in red on the first photo.

The spots on the last two are in the rays of the sun and around the motto and Y in liberty.

I'm no expert, and I look forward to learning more when others answer.

I assume this is a 2006-W with a Burnished Finish--is that correct?

The Official ANA Grading Standards for United States coins says that PF-68 coins have no more than four lightly scattered 'miniscule' contact marks or flaws, none in the focal areas, and "no spots". The last point might disqualify your coin for PF-68 and move it down to PF-66 ("one or two tiny spots at most") or PF-65 ("A few spots may be present, but they do not greatly detract from the overall eye appeal.")

So my conservative guess would be PF-65, but I for sure defer to the experts for a more definitive answer!

The rim issues will probably hold it to an MS-68
