That appears as if the copper plating was stripped or dissolved after mintage because it is rough and cloudy looking. If the die struck an unplated planchet, then the coin would look smoother and shinier.

That coin looks like it was treated with some sort of chemical. I have found one real one in circulation, a 1999-D.
