1900 O/Cc Morgan Dollar?

A friend of mine had this jar of coins in her closet since her parents had passed away. She knew nothing of them, so, she gave them to me to see if she had anything worthwhile. After separating the silver, etc, I've been examining (and researching) this 1900 O Morgan.

It doesn't seem to match up with anything I've found on Vamworld, but, I'm pretty sure that's a c in the lower right hand corner. Also, what's with the lines going through the eagle and mint mark?

Looks like an O/CC with some old, light scratches that wore off the devices but were protected in the fields.
