I don't know if this helps but the head part of the coin is raised in comparison to the edge of the coin

Alexandrian tetradrachm late 3rd century. If you want the ruler you will probably need a better pic !
My Greek is not too good and it is nearly impossible to make out any lettering.

My guess would be Aurelian or Probus. The reverse is a very nice type not usually seen. Legionary standards with imperial eagle in between. This is why I am guessing these two rulers. Both were famous warrior emperors who fought more than their fair share of battles.

More likely to be Carus with this reverse.
