I've never heard of that term referring to 39 Dollars either.
I'ts possible that they mean the few coins that were struck
after regular production for presentation cases for Royalty
during the Royal visit in 1939.
These coins were struck by hand under double pressure which
resulted in much more detail and relief.
I guess you could then say they were restruck.
Perhaps this is one of them.

Never heard of it. Re strike implies struck at a later year date than issued.

Probably just an old PCGS flub.

Maybe pacific could chime in, seems to be the most knowledgable on a subject like this, (and many others lol)

For certain there are both Matte and Mirror 1939 Specimen Silver Dollars that were presented to dignitaries or sold through the fledgling numismatic department of the Ottawa mint at that time. There is as I recall a reference to a set in box of either one or two Dollar coins and the Sterling silver medal , that is quite scarce.
The Sterling medals are today encountered sometimes with a small cardboard box with the 50 cents price tag on it.
The RCM had no capacity to produce true Proof Coinage in 1939 , so it is not a PROOF per se. Also with well over a 150K of these dollars returned to the MINT by mainly the Canada Post Office ( distributors of this issue) and some from Chartered Banks due to NO demand , hard to see why there would be Restrikes .
Again , probably just another PCGS issue. Hard to really say without some accompanying documentation or provenance.
If any of you have been lucky enough to have seen or indeed own a Mirror 1939 Specimen Dollar they are something to behold!

Seriously, anything a US company (grading, auction or dealer) says about the factual history of a Canadian coin, I take it with a grain of salt.
