I find that in coins that are well known for being struck well, and with high numbers of known to free of bag marks the TGPs are much tougher on grading.
All the Denver coins of the mid 30s and 40s are well known for close die spacing and die retirement. I find that coins of the same date and condition submitted at the same time receive different grades; on a conistant basis. Coins from SF are graded more loosly than coins from Denver.
