Could be a brockage. Looks like the reverse has the design stamped into it from another token.
In the text I think I can make out "?ATED BY ACT?" around the edge. Can you make out any more? With a bit more I may be able to ID it.
The design fits an Irish Dublin penny from 1804, D&H4, obverse Hibernia seated facing left holding harp at lower right. Text around design is "PAYABLE AT THE PAWNBROKERS OFFICE". In exergue would be the text "BISHOP ST".
If what I read on your token is correct, and it is a halfpenny, the text fits a halfpenny from the Hibernian Mine company, Dublin 1792 D&H 269-303. Text around design should be "INCORPORATED BY ACT OF PARLIAMENT 1792". Date part of text should be bottom centre.
