no the middle band and the top are not complete. But are real TPG grader may say different?

Even though I cannot see the pic clearly enough, I will by default say that it is not FSB. The number of 1945s with FSBs is incredibly small, that was just a lousy strike year from Philly. $2000 will probably get you a 1945 MS63, if you can find one

I do not see separation of the middle bands. So no, it's not FSB. That can change if you can get a better picture of the middle bands. From what is visible in your picture...No
