This coin has a raised area around the bust and am wondering what causes that

Is it convex toward the obverse and it starts on the field side of the devices, if so I've seen similar with other coins. I always figured PMD in cases like this. I don't believe any part of the minting process can dish a coin?

Usually unequal die pressure, like many large cents, 1900, 1901 and many Ed VII.

I thought it was from over-polished dies. Die subsidence would be another possibly possible option, though that effect is usually associated with die cracking.

TerryT : Can you expand on your answer? I'm curious about what you mean.

Too little or too much pressure. Whoever set up the press had something a little bit off; die a fraction of a millimeter too thick, not locked down tight enough, thick or thin planchet, slight difference in the metal ? The settings for one set of dies may need to be slightly different from another - they do test runs when they are changed and this one didn't get set perfectly.
