It initially appears as PMD, but when focusing it is apparent that this is apparently an added portion as opposed to gouges. Any thoughts appreciated.

It is all PMD, the gouges show metal displacement.

It does not look like a gouge the metal is raised with no damage around it

In combination with the rim damage I'd agree PMD.

I think wear on the coin, especially the high displacement areas, is disguising it. The first picture shows it best.
