The S with small o on top is the mintmark for Santiago, the capital of Chile.

The Santiago mint seems to have had some trouble in the 1930's with the number "3". Both the 10 and 20 centavos, for several years, are reported with "3 over inverted 3" overdates. The first 3 definitely looks like it's got some kind of overdate or major reworking. Unfortunately, they're not much scarcer than "normal" 1933 coins. A dollar or two in that condition.

With the Laos coin, I assume by "graded" you mean "slabbed by a TPG". I wouldn't bother, unless you've got some freebies to use up. These Lao coins are very common in Unc condition. I can't see too many people wanting to pay extra for a slabbed one.
Don't say "infinitely" when you mean "very"; otherwise, you'll have no word left when you want to talk about something really infinite. - C. S. Lewis

It wasn't the first time Chile tried an odd denomination. In 1908-1909 they minted a 40 centavo piece.

As far as aluminum coins worth grading is concerned...there are some oddball ones like the 1969 Biafra 6 Pence where only a handful made it to the public. Those are understandably worth a considerable amount. Your average aluminum coin, however, is typically worth $1-10 depending on condition.
