I bought this 1935-D Buffalo NGC MS 62 a week ago and put the loop on it and noticed that part of the metal on the bottom feather is missing also does it look like a repunched date?

The feather might have been struck through a bit of grease, image is not conclusive. Dates were part of the hub design for all 20th century series so there is no possibility for repunching.

It's from a worn die. Repunched dates do not exist in this series or any other series after 1916 as the dates were entered into the master dies beginning in the early 20th century.
