Help Determining If 1938 10 Litai Coins Are Ucirculated

The problem that I don't know how to determine if coin is mint state or circulated... If coin has lustre, then it's mint state? A and B coins has that 'cartwheel' effect, C's lustre is a bit dully. All coins have full details, compared to pictures of ms-64 graded coin I found online. Please help. Thanks!

Just because a coin (any coin)has lustre, it does not mean that it's mint state. You need to grade the coin as well. I have a lot of coins in EF with full mint lustre, some in EF with partial mint lustre, and a few in VF with partial mint lustre.

I would really need larger photos, both front and back, for each individual coin to offer an opinion. From those photos they could be as low as EF or as high as MS, and
