It has some luster left but the design is so simple I can't tell how much, if any, wear there is. Thoughts?

Here in Germany this would be graded VF (sehr schön - ss) due to scratches, rim damage and wear. In order to identify traces of wear you could search for images of BU coins and compare them. I'd say wear becomes visible at the highest points of the waves.

That was the only design element I could pin down to showing wear first. It is definitely not BU. I was wondering, though, is the eye supposed to be raised or relatively flat compared to the other elements? I saw some pictures that made it look very convex.

Thanks everyone for the input. I think I can confidently note it as VF (SS), even if that is being conservative, which I prefer to be.
