This 1998 was not much to look at, but I noticed the appearance of trails above "IN GOD". So I looked around and saw them on all of IGWT. Also the L in Liberty looks weak or struck through. The date is good and the reverse is good except weakness in States.

The problem with the Trails ID is that the "Trails" all go toward the rim. This did not register with me until I was doing the image work for the post. So my new evaluation is not Trails, but the wonderful common world of worn dies.
