It could be, there is no marks around it either just above or below so if it is a hit, it only struck the finger EXACTLY to make that mark...

Almost any coin with detailed design elements can show something that looks like a tiny error instead of the hits that you are actually seeing. When you examine coins in microscopic detail you'll find something on more coins than not.
