I am not sure if this is considered a Rotation.
I put it to the mirror and it looks like one to me.
Hopefully the photo is good enough to see if it is or not.

Maybe its the angle of your pictures, but I can't really tell how much the reverse is rotated, or if it is. Do you have a way to stick it into clear plastic? I cut up a produce container and used a sharpie to make a rough tool to measure die rotation. Stick in your coin, flip it horizontally, use straight edge to measure across the reverse. I've included a pic. There's a 30 degree counterclockwise rotation on this guy. It looks like yours might be less, but I can't tell from the angled picture.
