If the coin appears twisted slightly, it my have been cut with diagonal metal shears, the kind that cuts curved not straight. There seems to be some metal moved/pushed on obverse but none on reverse, meaning bust was facing down when cut, but...?

Some type of machine damage. Not an error, just damage. But I can see why you would ask.
