Possible 1983-D Lincoln Cent Copper Alloy (Brass)

This is a cross-post of sorts. A brand new member has asked for help in the New Members forum. The photograph of his coin, and his report of the coin's weight (3.11 grams), indicate the possibility that he has a 1983-D Lincoln Cent struck on a brass planchet.

A similar coin, recently discussed in a Numismatic News article, was certified by NGC as:

1983-D 1C STRUCK ON BRASS PLANCHET 98% Cu 2% Zn (3.0 g) / Grade: MINT ERROR AU 58 BN

and is now for sale on ebay for $19,999.00

so I thought some input from experienced folks here might prove particularly helpful.
